Flight Summary
Most passengers travelling from Europe to the DC Metro area will take flights to Washington Dulles Airport.
However, BWI serves both the city of Baltimore itself, and the wider DC / Beltway area.
The only airline to offer direct flights to Baltimore from the UK, or anywhere else in Europe for that matter, is British Airways (BA).
Destination Summary
Baltimore is perhaps known to most of us Brits as the intense setting for crime drama The Wire.

Cheap flights to Baltimore tip: One thing to note is that there is sometimes a pricing anomaly on Baltimore flights. Baltimore Washington airport is in a curious position -- unlike other airports which serve multiple cities, such as East Midlands, Cologne Bonn or Basel, it is also part of a grouping for a city with more than one airport, i.e Washington DC. Sometimes you will find a slight price difference if you specify 'Baltimore' as opposed to 'Washington' in online search engines. This won't make any difference to the price of BA flights, only indirect flights.
Convenience
In terms of convenience, if you want to get to central Baltimore, then BWI is certainly a much better option than either of the other Washington airports, as you can just jump straight on the light rail link. In many ways, BWI is also a better option for reaching downtown DC too -- a short shuttle bus link will take you to the BWI Amtrak station, which offers regular train service to Washington's fantastic Union Station. This can often be a much better option than taking the various different shuttle buses that connects between Washington Dulles Airport and DC.
Connecting flights to Baltimore
Connecting flights to BWI are available through a very small selection of airports around the US eastern seaboard. Watch out for flight routings which take you down before you go back up -- for example, you can often get rooted through Atlanta or Charlotte Douglas. Neither of these make much sense.
However, you might not be offered that much alternative choice -- no other airport in Europe offers direct flights to BWI (as opposed to Dulles), so if you want a UK regional departure, and you specifically want to arrive at BWI, you are probably going to get routed through London anyway.
Fly + Rail
The only other transfer point for reaching Baltimore is New York. You won't find flights via Philadelphia, as it is just too close to Baltimore to make connections worthwhile. However, you can at least find direct trains to Baltimore from either New York Newark airport or from Philadelphia's 30th Street Station, which has an easy connection to Philadelphia airport.
These trains also continue on to Washington's Union Station. United Continental might also give you a flight and train ticket combination -- it is certainly worth comparing these with the prices of direct flights to New York Newark and a separate train ticket with Amtrak.

Think of Dulles as Stansted without the shops - graceful, lovel building, plenty of space. Baltimore is Washington's answer to Luton - avoid it if you can!
