Where to start in such a vast, diverse country? Well, the cheapest flights to the USA are usually to New York, and you might pay a bit more for a direct flight from either Edinburgh or Glasgow, but it is worth it for the convenience.
Don't forget Canada too! I have been to the USA many times, and done most of the cities on the map, apart from Texas & top left. I would recommend travelling around by train, some of the routes, especially in the southwest are absolutely stunning, and you will always meet interesting people that way. The route between Denver and Salt Lake City (sadly no longer to Vegas) is a personal favourite.
You can always look at open jaw tickets which would give you a return flight from somewhere on the west coast - I would say for a month, I'd spend 2 weeks on the east coast, a week overland to Vegas, then a week in California.

One thing I would say is if you are going to hire a car in New York, make sure you fly into Newark, not JFK - rates are at least $50 per week higher there, and you still have to drive across the city to get out!
