I note that Rotterdam is actually quite close to Antwerp, would it make a better alternative if the flights were better in terms of either timing or price?

  Not really - both Rotterdam and Antwerp airports are great for commuter flights from London City, but the whole advantage is based on them being really close to the centre of the city they serve. Why fly to Antwerp to get to Rotterdam, when you can just as easily fly to Amsterdam Schiphol, which is only 27 minutes away from Rotterdam by direct, fast, train?
